What the state’s Joliet policing findings mean for residents

The state documented unlawful policing patterns. Read the findings, the city’s response, and the questions that follow.

The Illinois Attorney General published its final findings on December 12, 2024, following a civil investigation opened in September 2021. The inquiry examined patterns and practices, rather than prosecuting individual officers.

The findings address unreasonable force, discriminatory policing, crisis response, and accountability. The report distinguishes findings about the treatment of Black people and women reporting sexual assault from additional concerns, including treatment of Latino people and domestic-violence responses.

The City of Joliet disputed portions of the report and described policy changes, training, and body cameras in its December 12 response. The state’s findings and the city’s response should be read with their dates and attribution intact.

The report’s publication and later reform progress are separate milestones. Joliet Votes does not claim that a final reform agreement or court-approved consent decree has been verified.

This is dated background coverage. Its original publication or document date is preserved. It is not a live update of subsequent proceedings.
